Q. I believe I have changed the Pal / NTSC setting and now cannot get a picture.
A. First is to try a different set of AV Svideo Scart or Component AV leads
If there is still no video output it is possible that it is a software related problem it does not matter which xbox mod chip is installed. You must look on the net for a program called enigmah video switch for xbox and Burn it to a DVD or DVDRW or Verbatim CDRW (so you do not waste a disc.) Remember to burn its contents in the root directory-
Insert it in the Xbox and boot it with modchip "ON".
Wait 30 seconds or enough time for your boot disc to load - and press the RED or GREEN button on your controller to switch between NTSC and PAL just try hitting one button each time-
And reboot the xbox.
Alternitavely- If you already had the program installed on your xbox
You can connect your Xbox to your PC by FTP Tutorial here and Transfer the Enigmah Video Switch xbox application to your PC and then burn it to disc.

You can connect your Xbox to your PC by FTP Tutorial here and check your .ini file and open it with a word text reader like notepad or Wordpad and check where on your Xbox the Application is installed and then reboot the Xbox and "Go Blind" so to speak to its location to execute the App.

Error 4 4 - bootldr - Ram check failed
Error 5 5 - kernel - HDD not locked (retail bioses require the hd to be locked)

Error 13 13 - kernel - Dashboard launch fail (due to missing/bad key, or anything else that would prevent it from running) and the dashboard didn't specify why it failed.

Error 20 20 - kernel - The dashboard was attempted to load and failed; It was a cold boot, and the dashboard didn't specify why it failed, but it (for some reason) needed to be noted that the dvd passed the challenge/response authentication
Error 21 21 was the highest number I could find, I dont think anynthing is past that. And for the unknown ones, I couldn't find anyreference to them at all, I don't believe they are used.

This was the huge piece of hardware and chip for Xbox that had direct cable link to PC for easy upgrade - only 9 Wires to install - Pain to install and other simpler mods proved much better overall.

Matrix Xbox ModChip - The First Solderless Mod chip ever !!
Here we had a very innovative design for Xbox modchips and - console mod chips for any console A ( likely the FIRST - no solder modchip ) no-solder, no-wire mod chip for the Xbox - but required only 1 screw and a very fine flexible Pin arm to be positioned over the "DO" Point on the Xbox - sometimes people complained this very fine connection point would slip off causing Xbox not to function - also after a while the DO point would wear completely down until no connection could be made- then the modchip could be soldered in anyway and the reverse side of the main board the Alternate DO point could be utilized.
